Arjan is a community of mostly mid-rise apartment buildings in the Dubailand area, inland in the south-west of Dubai, near Al Barsha South and Dubai Miracle Garden. It is built plot by plot by many different developers. Some buildings are completed and lived in, and many plots are still under construction and sold off-plan. This guide explains what Arjan is like today, what you can buy, who it tends to suit and what to check. It does not give prices, rents or completion dates; the official sources for live data are listed at the end of the page.

Character and lifestyle

Arjan is a community still being filled in. Completed apartment buildings stand next to building sites and vacant plots, and the streetscape changes as each new building is finished. Shops, cafes and services are mostly at the base of completed buildings, and the range nearby depends on which part of Arjan you are in.

For a buyer, that means two things. First, the building is only part of the decision: what will be built on the plots around it, and when, affects daily life. Second, residents of completed buildings may live with construction nearby for some years.

Life here is mostly car-based. Larger shopping centres, schools and hospitals in the surrounding districts are a drive away.

Location and connectivity

Arjan sits inland in the south-west of the city, in the Dubailand area.

  • Roads: Umm Suqeim Street and Sheikh Mohammed Bin Zayed Road are the main roads, and connect the community with the coast and the rest of the city.
  • Neighbours: Al Barsha South and Dubai Miracle Garden are next to Arjan, and Jumeirah Village Circle, Dubai Sports City and Dubai Hills Estate are a drive away.
  • Public transport: there is no metro station within walking distance, so residents rely mainly on cars, taxis or buses.

Access can change as nearby plots are built. Test the drive to work and school at the hours you would travel. We do not describe future roads or transport links, because we have not confirmed them on an official government page that we cite.

Property types you will find

  • Apartments in mid-rise buildings, from studios to larger units.

If you are offered a townhouse or villa here, check its project and plot in the same way.

Each building has its own developer, design, specification and management. Two apartments of a similar size can differ a lot in finish, layout, parking and service charges. Look at the specific building, not at Arjan as a whole, and keep this in mind when you compare sale records in official data.

Who Arjan tends to suit

  • Professionals who want an apartment in a newer building and are happy to drive.
  • First-time buyers who are willing to put time into checking the developer and the building.
  • Long-term landlords buying in a completed building, where the management is already in place.
  • End users who accept construction nearby while the community fills in.

It may suit buyers less if you want a finished neighbourhood, a walkable district with metro access, a beachfront setting or a villa community.

Buying off-plan in Arjan

Many buildings in Arjan are sold off-plan, so the risks of off-plan buying apply in full. You pay in stages under a payment plan into the project’s escrow account under Dubai Law No. 8 of 2007 on escrow accounts, and you depend on the developer to complete on time and to the standard in the contract. If you stop paying, the developer may be able to end the contract and keep up to 40% of the unit price if the project is 60% or more complete, or up to 25% if works have started but are below 60%.

Many different developers build in Arjan, and their records of completing projects differ. Before you commit, read our overview of off-plan risks and our guide to what happens if a project is delayed or cancelled.

Off-plan carries risk

Projects can be delayed, plans can change and values can fall as well as rise. Read the agreement, check the project's registration and escrow account, and commit only what you can afford.

Risks of Buying Off-Plan

Master developer and community management

We have not confirmed the master developer of Arjan on an official source, so we do not name one here. Ask the seller or developer to name the master developer and management company, check the management company in Dubai REST, and ask for the community and building documents.

Under Dubai’s jointly owned property law, a master developer issues a Master Community Declaration, which RERA must approve, and may collect usage charges for shared community facilities. Each building then has its own service charges. The same law covers those too. Owners pay annual service charges pro rata to unit area; charges need RERA approval. Ask for the latest figures for both.

What to check before buying in Arjan

Project registration and escrow

Search for the project in DLD's Project Status Enquiry (Mashrooi) on the DLD website and in the Dubai REST app. Check that it is registered, note its escrow account number and its completion percentage, and compare them with your contract. Pay only into the project escrow account. Our guide on how to verify a project and a broker walks through each step.

Developer track record

This is the most important check in Arjan. Confirm the developer on Dubai Land Department’s licensed developers list, look at what it has already completed and handed over, and visit one of those buildings. Our guide on how to evaluate a developer gives a checklist.

Freehold status

The basic rule in Dubai comes from Dubai Law No. 7 of 2006 on real property registration. UAE and GCC nationals may own property anywhere in Dubai (Article 4 of Law No. 7 of 2006); other foreigners only in designated areas. Regulation No. 3 of 2006, issued under the same law, designates areas plot by plot using official land area names, and the published text does not use the name Arjan; land has also been added by later resolutions. If you are not a UAE or GCC national, ask for the plot number and confirm with Dubai Land Department, for example at a registration trustee office, that you can register freehold title on it.

Construction around the plot

Ask whether neighbouring plots are vacant or have registered projects, and search the area in Project Status. A new building next door can change light, privacy and noise for years.

Service charges

For completed buildings, look them up in the DLD / RERA Service Charge Index. For buildings still under construction, ask how the first budget will be set. Our guide to service charges in Dubai explains how they work.

Selling before handover

The basic rule comes from Dubai Land Department. A no objection certificate (NOC) from the developer is needed to resell an off-plan unit, and the developer sets its fee. The sale contract may also limit resales. Read the resale terms before you sign, and see our guide to selling off-plan property before handover. Do not assume a resale will be quick or at a particular price.

Holiday home rules

Short-term letting needs official approval. A DET (formerly DTCM) licence and a holiday home permit are required. Under the permit rules, apartments and villas (in a compound or independent) can hold a permit, and the whole unit must be let rather than rooms or bed spaces. Building rules differ. Read our guide to holiday home rules in Dubai first.

Reading official data correctly

Records for Arjan mix off-plan sales and resales across many buildings. Filter by project and compare like with like. Off-plan sale records do not show what a completed home will rent for. Check rents in the DLD Rental Index (website, Ejari system, Dubai REST) and test returns with our rental yield calculator.

If you are still deciding between districts, our guide on how to choose an area in Dubai sets out a framework, and you can compare Arjan with Jumeirah Village Circle.

Frequently asked questions

Where is Arjan?

Arjan is in the Dubailand area, inland in the south-west of the city, near Al Barsha South and Dubai Miracle Garden. It is reached from Umm Suqeim Street and Sheikh Mohammed Bin Zayed Road. Jumeirah Village Circle and Dubai Hills Estate are a drive away. There is no metro station within walking distance, so residents rely mainly on cars and taxis.

Is Arjan still under construction?

Parts of it are. Some apartment buildings are completed and lived in, while many plots are still being built and sold off-plan. To see the status of a specific project, including its completion percentage and escrow account, search for it in DLD's Project Status Enquiry (Mashrooi) on the DLD website and in the Dubai REST app. Ask what is planned on the plots next to the building you are considering.

Why do Arjan buildings differ so much?

Arjan is built plot by plot by many different developers, so design, finish, management and service charges vary from building to building. The developer's record of completing and handing over projects is one of the most useful checks. Confirm the developer on the DLD licensed developers list and visit buildings it has already handed over.

Is Arjan freehold for foreigners?

Regulation No. 3 of 2006 designates areas for non-UAE ownership plot by plot, using official land area names, and the published text does not use the name Arjan. If you are not a UAE or GCC national, ask for the plot number and confirm with Dubai Land Department that you can register freehold title on it before you pay.
