Business Bay Area Guide
Business Bay is a mixed commercial and residential district of towers along Dubai Creek and the Dubai Water Canal, directly next to Downtown Dubai. Offices, apartments, hotels and serviced residences stand side by side, and buildings are at many stages, from long-completed to under construction. It tends to suit professionals, long-term landlords and office buyers. Check each tower on its own, and note that VAT treats commercial and residential property differently.

Key points
- A mixed district of offices, apartments and hotels along Dubai Creek and the Dubai Water Canal, next to Downtown.
- Towers are at very different stages, so building quality, developer record and nearby construction vary widely.
- Commercial property such as offices is treated differently for VAT from residential property.
- Check freehold status with Dubai Land Department, and ask the seller which master developer and management company apply.

Business Bay is a district of towers built along Dubai Creek and the Dubai Water Canal, directly next to Downtown Dubai. It was planned as a mixed area, so offices, apartments, hotels and serviced residences stand side by side. This guide explains what the district is like, what you can buy, who it tends to suit and what to check, including VAT on commercial units. It does not give prices or rents; the official sources for those are listed at the end of the page.
Character and lifestyle
Business Bay feels like a working city district. On weekdays, office workers fill the streets and cafes; in the evenings the waterfront walkways along the canal and the creek draw residents and visitors. Hotels and restaurants are spread through the district, and Downtown’s shops and attractions are next door.
The defining feature is variety. Some parts of Business Bay are long established, with mature landscaping and completed towers on every plot. Other parts still have construction sites and vacant plots, so the street around a building can change over the years you own it. Two towers a short walk apart can differ greatly in age, design, build quality and how well they are run.
If you are buying to live in, spend time on the specific street, at working hours and at night. Check what stands on the plots around the building and whether anything is being built.
Location and connectivity
Business Bay sits in the centre of the city.
- Roads: Sheikh Zayed Road runs along one side of the district and Al Khail Road runs through it, giving access north and south.
- Metro: a Dubai Metro Red Line station on Sheikh Zayed Road serves the district.
- Water: the Dubai Water Canal and the Business Bay stretch of Dubai Creek run through the district, with walkways along parts of the water.
- Neighbours: Downtown Dubai is next door, DIFC is a short drive away, and Mohammed Bin Rashid City is a short drive away.
Some internal roads can be busy at peak times, especially where construction is ongoing. Check how a building’s car park connects to the main roads.
Property types you will find
- Apartments in residential towers, from studios to larger units.
- Serviced apartments run by hospitality operators, often in or next to hotels.
- Branded residences linked to a hotel or lifestyle brand, with an operator agreement that sets services and charges.
- Offices, sold as whole floors or individual units in commercial towers.
- Retail units at the base of some towers.
Commercial and residential property follow different rules for VAT, financing and use. If you are considering an office, read the tax section below and take advice before you commit.
Who Business Bay tends to suit
- Professionals who want to live close to work in Business Bay, Downtown or DIFC.
- End users who want a central location and do not need a garden.
- Long-term landlords who want a central district close to offices, provided the building is well run.
- Office buyers who want to own premises for their own business or to let.
- Short-term letting, where the unit can hold a holiday home permit and the building’s arrangements suit guests.
It may suit families less if you want villas or quiet streets, and it may not suit buyers who want a finished neighbourhood with no construction nearby.

Ready or off-plan in Business Bay
Business Bay offers both completed towers and projects under construction, which makes the ready or off-plan choice a real one here.
A ready unit lets you inspect the finish, the view and the building’s upkeep, read its service charge history and see who lives there. If it is let, you can ask for the registered tenancy contract. The building around you is known, although nearby plots may still change.
An off-plan unit is paid in stages under a payment plan and handed over later. You depend on the developer to complete the tower to the standard and on the timetable in the contract, and you take on the risk of delay. Because towers in Business Bay vary so much, the developer’s record matters even more than usual. Read our guide comparing off-plan and ready property and our overview of off-plan risks before you decide.
Offices are a different purchase
Buying an office is not the same as buying an apartment. Financing terms, VAT, permitted use, service charges and the type of tenant all differ. If you are new to commercial property, take advice from a tax adviser and a lender before you commit, and read the sale contract for any restrictions on use.
Master developer and community management
We have not confirmed the master developer of Business Bay on an official source, so we do not name one here. Ask the seller or developer to name the master developer and management company, and to provide the community and building documents.
Most towers in Business Bay were built by individual developers, so the developer of your building and the master developer of the district are usually different organisations. Under Dubai’s jointly owned property law, the master developer issues a Master Community Declaration, which RERA must approve, and may collect usage charges for shared community facilities. Each building also has service charges. The same law covers those too. Owners pay annual service charges pro rata to unit area; charges need RERA approval.
What to check before buying in Business Bay
Freehold status
The basic rule in Dubai comes from Dubai Law No. 7 of 2006 on real property registration. UAE and GCC nationals may own property anywhere in Dubai (Article 4 of Law No. 7 of 2006); other foreigners only in designated areas. Regulation No. 3 of 2006, issued under the same law, designates areas plot by plot, and the published text does not name “Business Bay” as such; areas have also been added by later resolutions. If you are not a UAE or GCC national, ask for the plot number and confirm with Dubai Land Department, for example at a registration trustee office, that you can register freehold title on it.
Developer track record, tower by tower
Because towers vary so much, the developer’s record is one of the most important checks here. Confirm the developer on Dubai Land Department’s licensed developers list, then look at its completed buildings: were they handed over, and how are they maintained? Our guide on how to evaluate a developer gives a full checklist.
Off-plan registration and escrow
For any tower under construction, search for it in DLD's Project Status Enquiry (Mashrooi) on the DLD website and in the Dubai REST app to see its registration, completion percentage and escrow account. Payments for off-plan units go into the project escrow account under Dubai Law No. 8 of 2007 on escrow accounts. See our guide on how to verify a project and a broker.
Construction around the plot
Look at the plots next to and opposite the building. A vacant plot or a project in Project Status may mean years of construction nearby, and may change views and light. This matters for living in the unit and for letting it.
VAT on commercial property
Commercial property such as offices and residential property are treated differently for VAT:
- Commercial property: standard rate 5%.
- New residential property: zero-rated (0%) on the first supply within three years of completion.
- Later sales of residential property: exempt from VAT.
Whether VAT applies to a specific purchase depends on the seller and the transaction. Read the Federal Tax Authority’s real estate VAT guide and confirm with a tax adviser before you sign.
Service charges
Look up the building in the DLD / RERA Service Charge Index, which shows charges by project, building and budget year, and compare it with similar towers. Our guide to service charges in Dubai explains what they cover.
Holiday home rules
Short-term letting needs official approval. A DET (formerly DTCM) licence and a holiday home permit are required. Under the permit rules, apartments and villas (in a compound or independent) can hold a permit, and the whole unit must be let rather than rooms or bed spaces. Serviced buildings may already have an operator arrangement that affects how you let. See our guide to holiday home rules in Dubai.
Reading official data correctly
Records for Business Bay mix offices, standard apartments and serviced units in towers of every age. Filter by building and property type. To test rental return, use our rental yield calculator with figures checked in the DLD Rental Index (website, Ejari system, Dubai REST).
To compare with the district next door, see our Downtown Dubai area guide.
Where to find live prices and rents
We do not publish prices, rents or yields because they change all the time. These official sources show registered figures.

Frequently asked questions
Is Business Bay residential or commercial?
Both. Business Bay mixes office towers, residential towers, hotels and serviced apartments, and some buildings combine uses. A residential tower can stand next to an office tower or a construction site. Check the permitted use of the specific unit in its title deed or sale contract, and visit at working hours and in the evening.
Is VAT charged on Business Bay offices?
Commercial property follows different VAT rules from residential property. Commercial property: standard rate 5%. New residential property: zero-rated (0%) on the first supply within three years of completion. Whether VAT applies to your purchase depends on the seller and the transaction, so confirm with a tax adviser and the Federal Tax Authority's real estate guide.
Are there many off-plan projects in Business Bay?
Business Bay still has towers under construction alongside completed ones. We do not publish project counts because they change. To see whether a specific project is registered, its completion percentage and its escrow account, search for it in DLD's Project Status Enquiry (Mashrooi) on the DLD website and in the Dubai REST app.
How do I check a tower's developer track record?
Confirm the developer on Dubai Land Department's licensed developers list, then look up its other projects in DLD's Project Status Enquiry (Mashrooi) on the DLD website and in the Dubai REST app and check whether they were completed and handed over. Visit completed buildings by the same developer and look at their condition and service charges in the DLD / RERA Service Charge Index.
